This picture is simply adorable! Looking at this picture, one would feel refreshed and light at looking at the character's playful and sweet expression. The proportions are good, and the color choices are very fitting. The background color does not detract from this piece in the slightest. I notice you have used simple shading, which works fine for this picture.
However, one thing that should be said is that although everything else is shaded, the arms and legs are not, as far as I can tell. However, you might have done this on purpose.
