_{When I first read your description, I was honestly surprised that you though this was bad at all c: There's a difference between bad and needing improvement, and quite frankly this is adorable and beautifully done : D

First off, I love the little pose you've made. It's so adorable, especially with that adorable expression on the face :,D One thing I would like to see, though, is a bit more posing in the legs c: They also look like adorable little stubs instead of legs, so try to keep some subtle defining- even though it's just a chibi ^^ I also love the expression, like I said, but the eyebrows are a bit too small ouo" I like eyebrows like that when there's a contrast with the brow color and the background it's on, but in this case I at first glance couldn't identify the two circles on her bangs xD;;
Something that also bothers me a little is the difference in size of the character's sleeves c: I don't think it was intentional, but if you look closely one is fat and the other is skinny xD
Also, her pigtails are longer than where her legs end x,D It's a mistake I usually make, it makes characters look like they're flying ^^ ; try to either make the piggies shorter, or use foreshortening on the ends to imply a floor c:

So yeah ^^ basically all the things I noticed were just little details, don't be so hard on yourself <3 this is a wonderful little drawing with an adorable character in it : D
